BACKGROUND AND PURPOSE OF THE ASSIGNMENT

And the purpose of the assignment is to collect, analyse and report on information to maximize efficiency of procurement operations and activities
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the incumbent will be responsible for the following duties: (These duties are generic and thus are not all-inclusive);
Participates in the process of market surveys (periodic and on ad-hoc basis) for prices, stock and vendors information collection,
Participate in the Request for Information process and consolidated reports preparation; Demonstrate the ability to perform quantities analysis on primary and secondary sources data,
Participate in Expression of Interest (EOI) preparation; pre-qualification process for new vendors and tenders records update,
Maintain accurate, timely updated, easily accessible and friendly user databases and files for all information collected and reports prepared during market surveys, RFl-s, EOI-s and other similar processes,
Accurate and timely use of WFP Corporate Tools for data entry and systems. Contribute towards the development of Foods procurement plans and processes ensuring compliance with wider procurement policies and WFP standards.
Collate data and contribute to preparation of accurate and timely reports of foods procurement activities, to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of Foods.
A good understanding of the local markets, so that the right quality of foods commodities are procured at the right time.
Developing the capacity of local suppliers.
Follows up on deliveries and payment process.
Takes timely action on POs/Contracts/FSAs closure and proper filing update.
Prepare the documents for presentation during the PCC meetings in line with the procurement manual and guidelines.
Ensure the timely execution of all foods contracts, through close communication with suppliers so as to avoid pipeline breaks as well as liquidated damages.
Maintains clear tracking information on all PCC cases and files/records for operation need and audit queries.
Participate in developing procurement processes related to foods as and when needed.
Train and guide staff in the WFP procurement policies and systems as and when needed.
Records management for procurement related files
a) Insert all files, documents, and records in compliance with WFP Procurement rules & regulations and as per following structure:
(1) Physical File Structure based on thematic and time consequence,
(2) Digital Archive in the shared folder of the procurement unit,
(3) Relevant procurement documents attach to the WINGS Pos.
b) Contribute in the establishment of files &records systems that are easily accessible and user friendly for daily procurement operational needs and for CO management and/or audit queries,
c) Use of checklist for files/records pre-auditing before files are archived.
d) Maintains updated and properly documented procurement files for any audit queries.
e) Drafts responses to these queries.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. Certificates in procurement (GAFTA and/or CIPS).
Experience: At least 6 years of experience in general procurement. Experience in purchasing food locally.
Language: Fluency in English and Arabic languages.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Demonstrated successful local procurement of food commodities.
• Experience conducting supplier research and coordinating with foods manufacturers, food wholesalers and food traders.
• Demonstrated knowledge of WFP food procurement rules and processes.
