UNICEF Syria was established in 1970 and has been working with partners to help empower children to fully claim and enjoy their rights under the Convention on the Rights of the Child.
UNICEF works with partners across Syria to deliver supplies, services and expertise in areas of Child Protection, Education, Health, Nutrition, Water, Hygiene and Sanitation for every child. UNICEF also provides humanitarian assistance when needed.
Syria continues to face one of the most complex emergencies in the world. Unprecedented humanitarian needs are compounded by displacement inside the country and across its borders, extensive destruction of civilian and social services infrastructure, devastating impacts on the economy, and most importantly, the breakdown of the social fabric that stitched the country together for decades.
Today, 90% of people in Syria live in poverty, most are unable to make ends meet or bring food to the table. Families have had their resources depleted, with limited employment opportunities, skyrocketing prices, and shortage of basic supplies. For most people, the current socio-economic challenges represent some of the harshest and most challenging circumstances they have faced since the beginning of the crisis 11 years ago.
In 2023, 15.1 million people need humanitarian assistance. This is the highest number of people in need ever recorded in Syria since 2011. The number of children in need – more than 6.5 million – has increased by seven per cent in the past year alone. This is largely due the ongoing conflict, continued displacements, the unprecedented economic crisis, deepening poverty, and unemployment. The COVID-19 pandemic, the hike in price of commodities triggered by the overall global economic situation and the impact of sanctions are further compounding the dire situation.

How can you make a difference?
You will report to the Education Officer NO-B, for close guidance and supervision. You will provide professional technical, operational, and administrative assistance throughout the programming process for the education programmes/projects through the application of theoretical and technical skills in researching, collecting, analyzing, and presenting technical programme information while learning organizational rules, regulations, and procedures to support the development and formulation of the Education Programme within the Country Programme.
You will also provide regular monitoring and update to Engineer in charge of School’s Reconstructions.
Summary of key functions/accountabilities:
1. Support to programme development and planning
Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness and relevancy of information.
Contribute to the development/establishment of sectoral programme goals, objectives, strategies, and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and priority and goal setting.
Provide technical and administrative support throughout all stages of programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results-based planning (RBM) and monitoring and evaluation of results.
Prepare required documentations and materials to facilitate the programme review and approval process.
2. Programme management, monitoring and delivery of results.
Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
Prepare draft inputs for programme/donor reporting.
3. Technical and operational support to programme implementation
Undertake field visits and surveys and share information with supervisor and stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on water, sanitation, hygiene and related issues to support programme implementation, operations and delivery of results.
Provide technical support in the supervision of the schools’ rehabilitation activity, regularly providing feedback to the UNICEF Engineer in charge of school rehabilitation.
4. Networking and partnership building
Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education programmes.
Draft communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
5. Innovation, knowledge management and capacity building
Provide support in identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders.
Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
To qualify as an advocate for every child you will have…
Education:
A first university degree in one of the areas that are relevant to organization work, preferred areas including but not limited to education, international development, human rights, psychology, sociology, or any other area that is considered relevant to work as described in the vacancy announcement, supplemented with experience in the field of education.
Work Experience:
A minimum of one year of professional experience in programme planning, management, and/or research in education is required.
Experience in both development and humanitarian contexts is an added advantage
Previous experience with UN is an asset.
Experience in accountability to affected populations field is desirable.
Knowledge of Education programming and rehabilitation of schools is considered an advantage.
Language Proficiency:
Fluency in English and Arabic is required.
