Duties and Responsibilities
Background:
The Syrian Arab Republic has been facing one of the world’s most complex and compounding crises resulting to over 12 years of protracted armed conflict and simultaneous humanitarian crisis. Humanitarian assistance has been effective in saving lives, nevertheless, much is still needed to strengthen self-reliance of affected populations to reduce dependence on external assistance. This has called to increasing prioritization of early recovery programming for the Whole of Syria (WoS), which was driven by a consensus outlined at the United Nations Security Council and led by the wider United Nations leadership.
Putting the response to people’s needs at the centre of its work, the United Nations has formulated a context-sensitive, needs-based, multi-year recovery process, which will result in an Early Recovery Strategy (ERS) towards a community-based, and locally owned early recovery programme for the WoS. The ERS will focus on five key sectors (health, education, WASH, electricity, and livelihoods) and result in a cross-cutting impact, while laying the ground for what could be a conducive environment for the return of refugees and IDPs.
Following the signature of the Strategic Framework in June 2022, the United Nations Country Team (UNCT) is prioritizing early recovery and resilience. Resource-mobilization efforts at the agency and UNCT levels are harnessed to ensure adequate funding for medium- and long-term interventions that could best serve the vulnerable population.
This consultancy is to support the UN Resident Coordinator’s Office (RCO) and UNCT to develop the Early Recovery Strategy (ERS), which will include a Multi-Partner Trust Fund (MPTF), a country-based pooled fund, and an integrated and robust risk management (including human rights due diligence) (HRDD) component.
The consultant will work under the supervision of the RC/HC and will be supported by the RCO. S/he will undertake consultations with the UNCT, the Programme Management Team and other relevant inter-agency working groups, as needed.
Scope of work:
The Consultant will be responsible for the following tasks, under the overall supervision of the RC/HC and a daily working relationship with the RCO team in Syria:
1. Hold consultations with the UNCT through the Early Recovery Task Force to develop the ERS.
2. Develop the ERS with two supporting concept notes; to establish the MPTF and to conceptualize the Risk Management Unit (RMU) at the RCO.
3. Ensure harmonization and compatibility with other national and international plans and frameworks, such as the SF, HRP, Agenda 2030 and other existing framework and practices.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.
